Pool Builder & Backyard Remodeling in Orange, CA
The City of Orange holds more distinct kinds of property than almost anywhere in the county — a historic downtown district with its own design standards, equestrian parcels in Orange Park Acres, hillside lots in the eastern foothills, and decades of established neighborhoods in between.
Each one is a different project. We start by working out which one yours is.
PoolMax is based in Fountain Valley, and we’ve been designing and building custom pools, spas, pool remodels, hardscape, outdoor kitchens, and complete backyard environments across Orange County for thirty years.
Custom Pool Builders Serving the City of Orange
Old Towne Orange
Old Towne is a designated historic district, and the City maintains a Design Review Committee and historic preservation standards for the area. A rear-yard pool is less visible than a facade change, but associated work — fencing, walls, structures, hardscape visible from the street — can fall within review.
That’s not a reason to avoid building. It’s a reason to find out early what applies, and to design in a way that respects the character of the property rather than fighting it. Mature trees, older foundations, and established landscape are common here too, and all worth assessing before a design is drawn.
Orange Park Acres
Large parcels, equestrian character, and real room — the kind of property where a pool is best designed as the center of a complete outdoor environment rather than dropped into a corner of the yard. Pool and spa, generous hardscape, an outdoor kitchen, a fire feature, shade structures, and landscape planned together, with circulation and fencing that works around any horse facilities.
One thing to confirm first: portions of the Orange Park Acres area are unincorporated Orange County rather than the City of Orange, and permits go through the County in those areas. It’s a quick check, and it changes the entire permit path.
East Orange and the foothills
The hillside neighborhoods toward the eastern edge of the city bring slope, grade, and views. A pool near a slope edge needs setback analysis and often deepened footings or engineered retaining. We engineer and build retaining in-house, with our own equipment, and we price it in the first estimate rather than adding it after excavation. Properties near open space may also have landscape and material considerations related to fire safety, which we plan into the design.
The established neighborhoods
Much of Orange was built out from the 1950s through the 1970s, which means a large inventory of original pools now several decades old. This is where most of the remodel and resurfacing work in the city lives.

Pool Remodeling and Resurfacing in Orange
If your pool came with the house, there’s a good chance the shell is still sound and what’s failed is everything on top of it — the interior finish, the waterline tile, the coping, the deck, and the equipment.
A remodel replacing those transforms a backyard for a fraction of what a new pool costs. We resurface in PebbleTec, mini-pebble, polished quartz, and plaster, and a full remodel typically includes new tile and coping, updated decking, a modern variable-speed pump, and LED lighting.
We assess the shell before recommending anything, and we’ll tell you honestly when a pool isn’t worth keeping.

Permits & City Requirements
The City of Orange accepts building permit applications only through its Civic Portal, which recently expanded to cover residential projects including permits, inspection scheduling, and land use applications. Grading permits are processed online through the same system.
If your property is in Old Towne, ask about design review before finalizing a design. If it’s in Orange Park Acres, confirm first whether you’re in the City or unincorporated County.
We handle the permit process for our clients.
